Chair JoAnne McKnight opened the meeting at 2 PM and recognized our appreciation for our kind visitor.

 

Approval of Minutes:   Minutes from the November 20th meeting were approved.

 

Chair’s Report:  JoAnne opened the meeting with a distribution of the agenda and a discussion of a leadership seminar to be held in January 2007. This conference entitled, “Ten Behaviors of Managers Who Excel” will be held in various locations in the southeast. Atlanta, GA and Greenville, SC are the closest to us. JoAnne requested CSAC fund her attendance. The cost is $109.  JoAnne would also like one or two CSAC members to join her. She asks that her colleagues be ones who will consider taking leadership roles (especially chair) in CSAC when her tenure expires. It promises to provide good cost-effective training and will help to enable a smooth transition from one chair to the next.  All were in favor of supporting JoAnne’s (plus one or two) attendance at this conference.

 

Textbook reimbursement proposal:  Andrea Jackson’s draft plan for this award was distributed although she was unable to attend today’s meeting. There was discussion concerning various points in the proposal. Those interested in providing input may send their suggestions to Andrea via email (cc JoAnne McKnight) by the end of the Monday’s workday.

 

CSAC/Staff Meetings:  Yuri presented a working plan for the CSAC led outreach program. This program will enable CSAC to act more fully as staff representatives. Its goal is to foster communication to obtain input on issues that are of direct concern to staff.  We will vote on a name for this outreach program at our next meeting.

 

PACE: The Staff Assembly has been asked for input on the PACE recommendation “to provide authority for the Board and the President of the University of North Carolina to manage a comprehensive, self-contained human resource system for public university employees”. This would effectively separate university human resources from the Office of State Personnel and eliminate SPA classifications. If passed this legislation would enable the university to establish its own pay scales and merit increases but may also remove some of the protections SPA staff currently receives. This proposal has been studied for quite some time, but this is the first time staff has been asked for input. JoAnne wants to bring this issue before the whole staff so that all may voice their support or concerns. The staff meeting will be held on January 11, 2007 at 8:30. CSAC will meet before this to determine an agenda.
